Job Description

Write and provide expert support for Engineering Change (EC) and Time Compliant Technical Order (TCTO) documents related to US Coast Guard surface fleet logistics.

Consult with subject matter experts such as architects, engineers, and mechanics to ensure documents and project plans are complete and accurate.

Maintain engineering change project files in accordance with established procedures and style guides.

Draft prototype packages for review and signature.

Coordinate reviews of preliminary and final engineering change documents.

Lead and support the execution of technical order and engineering change development and deployment functions.

This position involves speaking to a wide variety of people both internal and external to the Coast Guard and in commercial industries that serve the Coast Guard’s needs.

Required Skills

• Mastery of varying US Coast Guard processes, principles, and tools such as databases used to review, maintain, and update cutter maintenance records.

• An understanding of how potential engineering changes may affect Coast Guard systems.

• Demonstrated excellence in speaking, reading, and writing in American English using proper grammar and punctuation. Oral and written communication skills to prepare complete, logically arranged, and legally defensible technical documents for incorporation into contracts are essential.

• Ability to edit and proofread work of colleagues, especially detailed technical documentation and reports.

• Working knowledge of all standard office equipment (phones, computers, scanners, copiers, etc.) as well as Microsoft Office applications.

• Excellent organizational skills and attention to detail.

• Ability to meet deadlines and work independently.

• Excellent communication skills with all team members and agency personnel.

• Ability to work in a team environment that requires collaborating with others to solve problems and develop innovative solutions often working with a diverse group of people that are geographically dispersed.

Desired Skills

• Working knowledge of Coast Guard tools: CG-22 form and process, Fleet Logistics System (FLS), Naval & Electronics Supply Support System (NESSS), Electronic Asset Logbook (EAL), CG-LIMS STIP, SFLC Central, MPC Electronic Routing tools, and CG-LIMS.

• Background in technology and/or engineering.

• Knowledge of project management principles.

Job Duties

• Provide senior technical support to assist the agency with Time Compliant Technical Order (TCTO)/Engineering Change (EC) and administrative support.

• Collect, review, and analyze technical order and engineering change documents.

• Consult with subject matter experts to ensure accurate and complete TCTO/EC documents.

• Lead and support the execution of TCTO/EC development and deployment functions.

• Develop, write, and maintain engineering change project files in accordance with current SFLC process and desk guides.

• Initiate and track tasking activities for engineering design, planned maintenance, configuration and supply documentation using applicable IT tool(s).

• Draft prototype packages for Product Line Management review and signature.

• Prepare draft and final engineering change documents incorporating deliverables that address all surface fleet elements of logistics.

• Coordinate reviews of preliminary and final Engineering Change documents with Product Line and Shared Service Divisions of SFLC.

• Complete other engineering administrative tasks to move engineering changes from conception to deployment.

• May be required to mentor and review the work products of more junior Technical Writers.


Experience and Education Qualifications

  • Minimum of ten (10) years of experience writing, reviewing, and editing relevant engineering and technical documents and presentations.
  • Minimum of an Associate’s degree from an accredited college or university.
