Talent Acquisition Manager
Location: Reston, VA (These services are currently being performed via telework due to the COVID-19 pandemic but is expected to be performed at our headquarters in Reston, Virginia once the circumstances have improved.)

Our client is looking for a Talent Acquisition Manager to join their corporate team. The successful candidate will be responsible for leading their talent acquisition strategy and their recruiting team to support company’s continued growth. In addition, company’s Talent Acquisition Manager will represent and market the company, develop and maintain relationships with top talent, build and maintain talent pipelines for both existing contracts and for proposals, vet talent, and provide valuable talent acquisition related approaches and intelligence. This position reports to our Vice President of Human Resources and Administration.
Duties include:
- Develop the company’s recruiting strategy and implement recruiting plans
- Build the Company brand in the talent marketplace and network with top talent
- Source candidates using creative, cost-effective, and diverse methods including direct sourcing, networking, internet research, and employee referrals
- Use data-driven sourcing strategies to produce effective search results
- Promote awareness of the company employee referral program
- Utilize Company’s UKG applicant tracking system to track, monitor, and report on talent acquisition and to proactively cultivate candidate pipelines
- Apply best in class talent acquisition strategies and provide alternative solutions to market challenges
- Possess a solid understanding of company’s core competencies, clients, culture, values, mission, and goals
- Review, pre-screen/ interview candidates to determine the appropriateness of skills, experience, knowledge, security clearance (if applicable) in relation to position requirements
- Provide accurate candidate assessment and timely presentation to hiring managers
- Disseminate applicable company opportunity information and forms to candidates for reference and/ or completion and provide necessary follow-up
- Schedule interviews with hiring managers
- Gather hiring manger feedback and make adjustments to recruitment parameters as needed
- Provide reports concerning hiring trends, turnover rates, candidate feedback, time-to-fill, cost-per-hire, etc. to Vice President of Human Resources and Administration/FSO
- Manage contractual relationships with job boards, job fairs and various internet job search websites for posting requisitions and surfacing candidates. Analyze results to determine the cost effectiveness of each partner or tool, making appropriate adjustments as needed.
- Manage Company’s recruiting team (i.e. hiring, assigning requisitions, monitoring performance, conducting performance reviews handling personnel issues, providing guidance and direction, etc.)
- Assist hiring managers with drafting and / or editing position descriptions to ensure uniformity in accordance with company’s brand
- Contribute to talent acquisition portions of proposals such as technical writing and/or review of recruitment plan,
- Conduct research and analysis related to market trends and intelligence such as salary data, competition, incumbent capture, etc.
- Provide talent marketing information for various company communication tools including weekend update and company newsletter
- Engage in continuous monitoring of recruitment process effectiveness; offer recommendations for improvements related to process, applicant tracking system or related tools
- Other duties as assigned
MINIMUM QUALIFICATIONS AND SKILLS:
- A minimum of eight (8) years of experience working in talent acquisition; of which, at least 6 years of supervising subordinates
- Experience working in the Federal Government space, to include recruiting talent in the facilities operations and maintenance, construction surveillance, and/ or program and administrative professional services field(s) preferred.
- Demonstrated success with developing and implementing talent acquisition strategy
- Experience providing talent acquisition support in response to Federal Government proposals
- Demonstrated understanding and ability to source talent with security clearances
- Experience providing qualified candidates for Union positions
- Verifiable network relevant to company services and/ or clients
- Demonstrated success using internet marketing and search tools
- Experience using professional social media tools (i.e. LinkedIn)
- Excellent interpersonal skills and organizational skills
- Ability to learn and adapt to changing business, processes, and system programs required to complete responsibilities
