Description

(U) The SIGINT Geospatial Analyst leverages their skills, knowledge, and experience to apply geospatial analysis techniques against SIGINT metadata collected from foreign communications systems in order to identify, locate and track SIGINT targets, and to accurately report the intelligence gained from geospatial metadata analysis to SIGINT customers. The SIGINT Geospatial Analyst develops end-product SIGINT- derived GIS reports; performs analysis of SIGINT metadata for the purpose of improving the geolocation, contact chaining, and additional communications characterizations of targets of interest; analyzes SIGINT content and metadata to support the development of existing targets and the discovery of other analytic vectors through the reconstruction and documentation of target communications networks; performs sustained target analysis and enhancement through the use of DNI and DNR analytic techniques; maintains appropriate databases for targeting, tasking, and analysis.

  • Performed geospatial metadata analysis for SIGINT customers in order to produce serialized SIGINT reports
  • Discovered and tasked new targets based on geographic patterns and changing communications patterns
  • Queried agency databases to evaluate geospatial data to identify new targets and new collection opportunities.
  • Worked within the CIED Division in a multi-disciplined analyst role performing functions such as Target Analyst Reporter and SIGINT Geospatial Analyst (SGA)
  • Created GIS products on targets highlighting key information found from analyzing their geographic patterns and call chaining.
  • Performed SIGINT Geospatial Analysis (SGA) in support of customers deployed worldwide in order to produce serialized SIGINT reports
  • Responsible for geolocation of targeted selectors for customers across the IC.
  • Created/Reviewed specialized scripts/models to target selectors based on activity and location.

Required Skills

  • (U//FOUO) 12 years SGA experience, 2 years within the past 5.
  • 20 years overall SIGINT experience
  • A candidate who has served in a Joint Duty Assignment in the SIGINT Production Chain to another Agency within the IC representing NSA interest also qualifies.
  • (U) Can geolocate specific targets across multiple communications methods and display in ArcGIS 
  • (U) Capable of working with others to publish geolocational data in formal reporting.
  • (U) Possess a basic understanding of SIGINT collection.
  • (U) Can task own selectors with assistance of senior analysts.
  • (U) Possess a basic understanding internet protocols, internet routing, and of at least one communications technology (e.g. GSM, CDMS, Thurya, etc.)
  • (U) Analyst requires mentorship and/or significant guidance from Government personnel.
